Apprenticeship: History & Background
Apprenticeship refers to a formally registered, high-quality workforce training system built on national standards—not informal on-the-job training. In the United States, the U.S. Department of Labor defines Apprenticeship through Registered Apprenticeship standards requiring paid employment, structured on-the-job learning, related technical instruction, progressive wages, and industry-recognized credentials. These standards protect workers, ensure training quality, and provide employers with a trusted, portable talent-development framework. Under the Workforce Innovation and Opportunity Act (WIOA), public funding supports Apprenticeship as a proven strategy for economic mobility, regional competitiveness, and accountable use of workforce investments.
The California Department of Apprenticeship Standards (DAS) oversees and enforces Registered Apprenticeship programs statewide, ensuring high standards for training quality, wages, worker protections, and equity. DAS approves program standards, registers apprentices, and ensures compliance, creating a consistent, portable system across California. The state supports this system by funding county and regional workforce boards—such as the **Workforce Alliance of the North Bay—through workforce and apprenticeship investments. These funds enable local boards to convene employers, education partners, and communities to implement DAS-approved apprenticeships that meet regional labor needs while aligning with statewide workforce and economic priorities.
Workforce boards play a critical role in advancing apprenticeships by acting as regional conveners, funders, and system integrators. Under the Workforce Innovation and Opportunity Act (WIOA) and complementary state incentives, boards reduce the burden on employers and jobseekers by functioning as a concierge of services—navigating funding, compliance, training partners, and supportive resources on their behalf. By tailoring statewide programs and incentives to regional labor markets, workforce boards apply resources with precision, accelerating apprenticeship adoption, improving access and equity, and delivering stronger workforce outcomes that directly benefit local communities.
The Workforce Alliance of the North Bay’s CareerPoint is a program that provides job seekers with a clear, supportive entry point into employment, training, and career advancement. CareerPoint functions as a concierge of services—helping individuals navigate job search, career planning, skills training, apprenticeships, and supportive resources in one coordinated system. By tailoring services to local industries and regional labor demand, CareerPoint reduces confusion, saves time, and increases access to high-quality opportunities. The result is faster connections to jobs, clearer career pathways, and stronger alignment between individual goals and the North Bay’s evolving workforce needs. How does an Apprenticeship program work?
An apprenticeship program starts by meeting with local employers to understand the skills they need now and in the future. Using that input, the program works with middle schools, high schools, and local community colleges to align classes, hands-on experiences, and career awareness with real jobs. Students and workers are introduced early to clear career pathways, while employers help shape training that matches their workplaces. This coordinated approach builds a regional pipeline where people can move smoothly from school to paid, on-the-job training and into livable-wage careers—helping employers find talent and communities grow a strong, local workforce.
